THE GOVERNMENT OF THE RUSSIAN FEDERATION HAS SIMPLIFIED THE PROCEDURE FOR SUBMITTING NOTIFICATIONS OF THE COMMENCEMENT OF ENTREPRENEURIAL ACTIVITIES
On April 1, 2024, certain provisions of the Federal Law establishing a new procedure for notifying the commencement of entrepreneurial activities came into force. In accordance with this law, the Ministry of Economic Development of Russia has developed a draft resolution, which has been approved by the Government of the Russian Federation.
According to the Law, entrepreneurs (legal entities, individual entrepreneurs) can notify regulatory authorities about the start of their business without leaving their homes - through the Gosuslugi portal. To systematize and account for such notifications, a unified electronic register has been created.
For some types of activities, it is no longer necessary to submit notifications. For example, this applies to services in the field of photography, repair and maintenance of household radio-electronic equipment, computers, telecommunications equipment, custom shoe production, shoe repair, etc. In total, more than 20 types of activities have been excluded from the mandatory notification list, including at the initiative of the supervisory authorities themselves. Notifications will also not be required if stricter regulation applies to a particular type of activity, such as licensing. In particular, licensed services for operating explosion and fire hazardous and chemically hazardous production facilities of the IV hazard class have been excluded from the list.
Previously, legal entities or individual entrepreneurs submitted notifications of the commencement of entrepreneurial activities to the regulatory authority either in paper form, by registered mail, or electronically, by signing the document with a reinforced qualified electronic signature. Each authority created and maintained its own register of notifications, which was posted on its website.
