The procedure of supporting an investment project on the principle of "one window"

The basis for implementing the procedure of supporting investment projects on the principle of "one window" is the adoption by the Commission of a positive decision on the possibility of implementing an investment project on the territory of the Republic of Mordovia.

To implement the procedure for supporting investment projects on the principle of "one window", the Coordinator:

• invites the Initiator to conclude an agreement on cooperation on the implementation of the investment project (hereinafter referred to as the Agreement);
• appoints an Administrator.

The agreement must contain:

• the subject of the Agreement with a description of the work performed within the framework of the investment project and indicating the stages, deadlines, results of work;
• the volume of investments directed to the implementation of the investment project, broken down by sources of financing;
• terms of implementation of the investment project;
• schedule for the implementation of the investment project;
• rights and obligations of the parties to the Agreement;
• the order of interaction of the parties;
• terms, procedure and consequences of amendments, additions and termination of the Agreement;
• responsibility of the parties.

The standard form of the Agreement is approved by the Coordinator.

Administrator:

• creates an appropriate group in the CRM system (accounting file), where data about the investment project is entered;
• advises the Initiator on the procedure for applying state support mechanisms, procedures for obtaining initial permits and necessary approval procedures free of charge;
• contributes to the organization of interaction between the Initiator, territorial bodies of federal government bodies, executive bodies of state power of the Republic of Mordovia, local authorities in the Republic of Mordovia on the issues of conducting preparatory, conciliation and licensing procedures in the course of preparing and implementing investment projects;
• monitors the progress of the project and enters data into the appropriate group (accounting file) in the CRM system.

In accordance with the concluded Agreement, the Initiator submits to the Coordinator the documents necessary to provide him with practical assistance in the implementation of the investment project in accordance with the conclusions of the interested executive authorities of the Republic of Mordovia.

The Coordinator, if necessary, within the framework of the concluded Agreement, provides assistance in the preparation of the Initiator's appeals to the executive bodies of state power of the Republic of Mordovia, territorial bodies of federal state authorities, local authorities in the Republic of Mordovia:

• to carry out a complex of works aimed at selecting an Investment Site for the Initiator and placing the Initiator on the selected Investment site for the implementation of the investment project;
• to carry out a complex of works necessary for the Initiator to obtain a land plot for construction for the implementation of an investment project;
• to carry out a complex of works necessary for the Initiator to obtain permits for construction.
