A strategic session of the Agency for Strategic Initiatives was held in the capital of Mordovia
The session focused on how to improve the effectiveness of interaction between local self‑government bodies and representatives of small and medium‑sized businesses. The strategic session of the Agency for Strategic Initiatives took place in Saransk, with heads of municipal entities and entrepreneurs among the participants.
Artem Zdunov, Head of Mordovia, welcomed the session participants and emphasised the importance of work in this area. “We have achieved certain results at the regional level: according to the results of last year, Mordovia entered the top ten in the National Rating of the Investment Climate and confirmed the high level of implementation of the Regional Investment Standard,” the Head of the Republic recalled. “Our task is to keep growing, and to do this we need to study the experience of other regions and new work formats.”
The Head of Mordovia thanked the ASI team for their methodological support. The Agency has developed the National Model of Target Conditions for Doing Business, which takes into account, among other things, the best regional practices. The National Model of Target Conditions for Doing Business comprises 24 clear indicators that cover the entire lifecycle of a business — from obtaining land and connecting to utility networks to protecting the rights of businesses. In this context, the work of municipal teams comes to the forefront. It is the speed of issuing permits, the quality of support, and the readiness of sites that determine whether an initiative will turn into real jobs and tax revenues. As the Head of Mordovia stressed, each municipality should become a centre for attracting investment.
Igor Karachin, First Deputy General Director of the Agency for Strategic Initiatives, noted the region’s successes. “We see that the Mordovia team is willing to systematically address the issues of improving the investment climate,” he said, and cited a number of impressive figures.
Thus, the growth rate of the integral index of the business environment quality in Mordovia exceeds the national average by a quarter. Since 2023, the average time for registering property rights has been reduced by 2.5 times. Today, Mordovia is among the top five regions in terms of the speed of issuing permits for putting facilities into operation and registering land plots in the cadastre, and among the top ten for the timeframes for connecting to power grids. Mordovia also ranks among the leading regions in terms of the duration of the investment and project cycle.
During the strategic session, the best regional practices will be presented and specific solutions will be developed for each municipality’s roadmap up to 2030.
