Approach to issuing business permits is changing at “Gosuslugi”
On the public services portal, it is now possible to obtain a set of permits through a single application. It is enough for an entrepreneur to choose the type of activity, fill out the form, and the system itself will send his application to the relevant departments. The new approach to issuing permits has been developed as part of the optimization of licensing activities in Russia.
On the portal, permissions are grouped according to the principle of conducting certain activities. Each activity has its own set of permissions. The first such comprehensive service available to organizations and individual entrepreneurs is "Pharmacy Opening". It includes permits that are necessary for pharmaceutical activities, a sanitary and epidemiological conclusion, and a sanitary and epidemiological examination. The application for each of them was previously submitted in turn. The entrepreneur needed to independently monitor the readiness of each permit in order to apply for the next one. Now he can fill out one comprehensive application. It takes an average of 10 minutes, and the system automatically sends it to the relevant departments. If approved, the entrepreneur receives the entire range of permits within three months.
The list of such complex scenarios for submitting applications is being expanded as part of a project to optimize and automate licensing processes.
"We are consistently working to reduce the administrative burden on businesses, including in licensing activities. We have already halved the time for issuing permits and the number of documents requested. Our main task today is to arrange various kinds of permissions for some typical situation. In other words, we are talking about the fact that through one application it is possible to obtain several types of permits at once," - commented Dmitry Grigorenko, Deputy Prime Minister and Head of the Government Staff.
The Government proposes to legislate the possibility of obtaining comprehensive permits in electronic form through the public services portal. To this end, a corresponding draft law was submitted to the State Duma in June. In addition, the document provides for the proactive provision of permit services. It is planned that the entrepreneur will receive a notification from the state at “Gosuslugi” with a proposal to extend the permit. The extension application will already be pre-filled in.
The draft law also proposes to amend (about) 70 sectoral laws in order to fix the reduction in the time and number of documents for obtaining permits for each type individually. On average, the number of documents required to be submitted for a permit has been reduced by 2 times, from 8 to 4. The review period for all types of permits has also been reduced by 2 times, on average, from 43 to 19 days.
More than 400 types of permits can now be obtained at “Gosuslugi”. In total, over 1 million applications were submitted through the public services portal in Russia in 2024, and over 408 thousand in the first five months of 2025.
