SPIEF-2024: ARTEM ZDUNOV EXPRESSED HIS SUPPORT FOR THE DOMESTIC PHARMACEUTICAL INDUSTRY
On June 6th, Artem Zdunov, the Head of Mordovia, spoke at the St. Petersburg International Economic Forum as one of the speakers in the “Intellectual Property in Pharmaceuticals” section. The regional leader discussed how business and government collaborate in this area in Mordovia.
The issues of intellectual property in the pharmaceutical industry are particularly acute at present, as effective legal regulation and enforcement directly impact the country's pharmaceutical independence. The rapid development of the domestic pharmaceutical sector requires the refinement of legal mechanisms and the establishment of a balance of interests between foreign rights holders and domestic manufacturers.
The participants in the discussion of this important topic included Yuri Zubov, the Head of Rospatent, Sergey Glagolev, the Deputy Minister of Health of the Russian Federation, and Petr Beliy, the Chairman of the Board of Directors of Promomed Group of Companies. They discussed the gaps in patent regulation, the support for domestic manufacturers of the full production cycle in terms of intellectual property issues, and the optimal patent strategies for manufacturers in the context of the required import substitution.
Mordovia is actively developing its pharmaceutical sector – the Biokhimik plant of the Promomed Group of Companies operates in Saransk. Over the past three years, as part of import substitution, the enterprise has mastered the production of antiviral drugs and antibiotics for the treatment of COVID-19, as well as the production of active pharmaceutical ingredients for antibiotics. With the participation of the President, one of the largest in the country's production facilities for active pharmaceutical substances, with 150 items, has been opened at the Biokhimik company site. The capacity of the new plant is 340 tons per year, covering antibiotics, antiviral drugs, medications for cardiovascular diseases, HIV, and muscle relaxants.
To localize the full cycle of biotechnological production of modern medicinal products in the country, the Government of Mordovia, together with the Promomed Group of Companies and Ogarev Mordovia State University, is implementing a project to establish the Mordovian Federal Center for Biotechnology Development.
