SPIEF: Head of Mordovia Speaks at Session “Technological Breakthrough and Transformation of Control and Supervisory Activities: A New Quality of Regulation”

On June 4, at the St. Petersburg International Economic Forum (SPIEF), Artem Zdunov, Head of Mordovia, took part in the session titled “Technological Breakthrough and Transformation of Control and Supervisory Activities: A New Quality of Regulation”.

The session was moderated by Svetlana Orlova, Auditor of the Accounts Chamber of the Russian Federation. She noted that improving regulatory policy - along with introducing modern management methods into public administration and carrying out large‑scale digital transformation — is crucial for Russia’s successful development.

Since 2019, extensive work has been underway to reduce the administrative burden on businesses and create a favourable business environment. During this period: fundamental laws on mandatory requirements and control have been adopted; regulatory legal acts establishing requirements have been revised; new regulatory frameworks have been introduced in the field of licensing activities.

Digital transformation is also playing its part: digital services and artificial intelligence assistants are being increasingly used.

It was emphasised that changes in control and supervisory activities, along with new technological solutions, are all aimed at making life and work easier for both businesses and citizens.

“Show yourselves as good managers and businesspeople. Take care of the people!” Svetlana Orlova urged the participants of the discussion.

The Head of Mordovia was invited to the session as a governor actively engaged not only in the technological and innovative development of the region but also in demographic issues.

“The most important principle of our work is this: we must have a large population, and we must live long,” said Artem Zdunov. “Mordovia has found its niche here. We have opened a Centre for Healthy Longevity and are addressing this topic professionally.

“We started with promoting healthy nutrition - in cooperation with Rosselkhozbank, we supply organic products to kindergartens. This is important because it reduces the risk of allergies, which are now widespread and negatively affect quality of life.”

Another key competence of the region is drug safety and pharmaceutical production.

“Our scientists have learned to influence the ageing process: they can affect telomeres, which play a key role in this biological process,” noted the Head of Mordovia. “Here at the SPIEF exhibition, we have presented the full range of medical and cosmetic products that help people live longer. We have mastered the patent system, and our products are entering both the Russian and international markets.”

Artem Zdunov emphasised that businesses receive all necessary support. This includes not only reducing administrative barriers but also helping them find promising sales markets.

“We will provide support - and there will be success, and there will be taxes,” said the Head of Mordovia.
