STARTING IN 2025, LANDOWNERS WILL RECEIVE AN ADDITIONAL THREE YEARS TO PREPARE THEIR PLOTS FOR TARGETED USE
Landowners will receive an additional three years to prepare their plots for use according to their designated purpose. The corresponding law has been signed by Russian President Vladimir Putin and will come into effect on March 1, 2025.
For plots for which ownership will be formalized after March 1 of the next year, the development period will be calculated from the date of acquiring rights to them. For plots already owned, the period will start from March 1, 2025.
The law is aimed at protecting owners who, due to objective reasons, are unable to start using their plots immediately after acquiring rights to them. This includes cases where the plot requires extensive preparatory work due to high levels of swampiness, debris, or overgrowth of weeds.
According to the Head of Rosreestr, Oleg Skufinsky, the adopted norms are intended to encourage landowners to return to using their plots and to further integrate them into economic activity. After the three-year period allocated for preparation, the owner will be required to start using the land for its designated purpose, such as constructing a house, starting a business, creating recreational facilities, and so on.
