THE EXPERIENCE OF MORDOVIA ON THE EMPLOYMENT OF FORMER PRISONERS WILL BE DISTRIBUTED IN THREE REGIONS

The Ulyanovsk and Nizhny Novgorod regions, as well as Udmurtia, are ready to implement the Mordovia project for the employment of former prisoners, which was developed by the republic's team during the accelerator for the introduction of service design technologies in the social sphere, organized by the Agency for Strategic Initiatives. The decision of Mordovia was included in the top ten according to the results of the training program and received the support of the Head of the region, Artyom Zdunov.

«As of October 1, 2022, 20% of those released, having skills in the construction profession, cannot confirm their qualifications. The reason for this is the lack of examination centers in correctional institutions», said Elena Semeleva, Regional Service Commissioner (RSC) of Mordovia.

To solve the problem, the RSC team proposed to create a career track for each convict nine months before his release. Further, the convicted person is trained in educational institutions of the Federal Penitentiary Service, and upon completion confirms knowledge and skills at the site of the examination center in front of the commission and representatives of potential employers. An independent assessment must confirm that the applicant's qualifications meet the professional standard. In the future, the areas of confirmation of skills and competencies will be expanded to industry and housing and communal services. According to the results of the exam, a certificate of the all-Russian sample is issued and a preliminary agreement on the conclusion of an employment contract is signed.

ASI General Director Svetlana Chupsheva thanked Artem Zdunov for supporting the project, noting the active participation of the republic in the implementation of the National Social Initiative. She added that on behalf of the President, the Agency is now closely cooperating with the regions in the development of the social sphere, identifying the barriers that residents face in various life situations.
