The Head of Mordovia, Artyom Zdunov, delivered a Message to the State Assembly of the Republic of Moldova
On November 13, the ceremony of reading out the traditional Message of the Head of Mordovia to the State Assembly of the Republic took place at the Republican Palace of Culture. Artyom Zdunov outlined the most important strategic directions for the region's development in the coming years.
ECONOMY AND INDUSTRY
Mordovia is expanding its economic potential. Over the past five years, the gross regional product has grown by almost 13% and will exceed half a trillion rubles for the first time.
The industrial production index has increased by 1.4 times during this period. Retail turnover has increased by more than 60%.
The contribution of small and medium-sized businesses to the gross regional product has reached 25%. One in three people employed in the republic's economy works in this sector. This is an important indicator of increased business activity.
Over the three-year period, investment volume amounted to 220 billion rubles, 80% of which is extra-budgetary.
This year, Mordovia was ranked among the top ten regions in the country in the National Investment Climate Rating compiled by the Agency for Strategic Initiatives, including among the leaders in implementing the Regional Investment Standard.
"The development of the Sistema special economic zone is seen as a huge investment potential. We have already attracted four projects. By the end of the year, two more companies with projects in optoelectronics and medical equipment manufacturing will join the SEZ as residents," said Artem Zdunov.
For the second SEZ site in Lyambir, the design and estimate documentation must be completed and a clear development plan for the area must be developed.
"It is important that existing and new investment projects ensure accelerated wage growth. Earlier in my Address, I addressed all leaders and set the goal of increasing wages in the republic at a rate exceeding the Russian average. I would like to note that, based on the results of the first eight months of this year, while the average growth rate in Russia is over 114%, in Mordovia this figure exceeded 118%," said the Head of the Republic.
Currently, the industrial sector is implementing over 30 investment projects with a total value of almost 60 billion rubles.
RM Rail is commencing serial production of innovative refrigerated and insulated railcars, as well as tank containers for liquefied natural gas.
Thanks to new peptide synthesis technologies, Biokhimik Joint-Stock Company is set to become a leader in diabetes treatment in the near future. Production of cutting-edge chemotherapeutic agents will begin next year.
CADRES AND MRSU
The task of increasing labor productivity and training in-demand personnel, primarily in engineering specialties, is becoming fundamentally important.
Under the federal program "Professionalism", 6 industry areas have been created jointly with employers: agriculture, pharmaceuticals, metallurgy, mechanical engineering, cable industry, and catering. 840 million rubles have been allocated for these purposes, of which two thirds are federal budget funds, and one fifth are investments from employers.
Another center for the transport industry will open next year on the basis of the Saransk Automobile Mechanics College.
The development strategy of the Ogarev Mordovia State University, as Artyom Zdunov noted, should strictly correspond to the priority directions of the republic's development. The University needs to consolidate its position and ensure that the targets of the federal program "Priority 2030" are achieved, and attract additional federal funds for planned strategic projects, in particular, for the second stage of the Biotechnology Development Center.
AGRICULTURE
This year, Mordovian farmers have again come close to the record high for harvesting grain – about 2 million tons of grain have been harvested. The yield index of over 40 quintals per hectare has become the best in the Volga Federal District. Over the past five years, the volume of production of food and processing enterprises has almost doubled, an increase of 1.8 times. By the end of this year, the volume of gross agricultural output in the republic will amount to one third of a trillion rubles.
9 billion rubles have been allocated for the implementation of major investment projects this year. Major projects are being implemented by the Talina Group of companies (totaling 35 billion rubles). These are two large pig farms, plants for the production of semi–finished products, meat products and bakery products, as well as a plant for the production of animal feed. In total, over 1,700 new jobs will be created.
There are nine major projects in the portfolio of the agricultural group "Good Business" with investments of over 19 billion rubles. The Istok company has started construction of a dairy complex worth 2.5 billion rubles.
The head of Mordovia noted: As before, staffing of the agricultural sector is among the priorities. This year, the federal project "Personnel in agriculture" was launched, within the framework of which 17 agrotechnical classes have been opened in schools of the republic since September 1. The goal is to bring their number to 60 within two years.
A comprehensive rural development program is being implemented to create working and living conditions in rural areas and attract young professionals. Over the past five years, over 10 billion rubles have been allocated for the construction and repair of social, engineering and transport infrastructure facilities and landscaping in rural areas alone. More than 100 houses have been built for workers of the agro-industrial complex and the social sphere of the village.
"This has improved the quality of life for more than 300,000 residents, which is over 40% of the republic's population," Artyom Zdunov emphasized.
INTERNATIONAL COOPERATION
According to the results of last year, the republic managed to increase the volume of exports by 1.6 times. Deliveries go to almost 60 countries around the world.
Artyom Zdunov noted that systematic work has been built with the Republic of Belarus in the field of metallurgy, lighting, pharmaceuticals, and the cable industry, and many social projects are being implemented. The Government of the Republic of Mordovia has been instructed to ensure the signing of a twinning agreement between the cities of Brest and Saransk.
Uzbekistan, Turkey, Pakistan, the United Arab Emirates and other Middle Eastern states were also identified as promising areas.
China is becoming an increasingly reliable partner. Last year, the foreign trade turnover between Mordovia and the People's Republic of China doubled. There are requests from the Mordovian business community for industry business missions to the largest food exhibitions in China.
TOURISM
Over the past 3 years, almost 200 million rubles have been raised for the implementation of projects in the field of tourism, and several dozen entrepreneurial and public initiatives have been supported.
Over the next 2 years, more than a third of a billion rubles will be allocated to expand the number of rooms and create conditions for family holidays in Kovylkinsky, Ardatovsky, Atyashevsky, Ruzaevsky districts, as well as in the southwestern part of Saransk.
"Statistics show a steady increase in aviation passenger traffic with our republic. Our residents and tourists have become more active in using the airport. In the first 10 months of this year, about 115 thousand passengers were served, an increase of 13%. The geography of flights is expanding, and flights to Moscow have become daily. Taking into account the high occupancy rate, I ask the Government to work on organizing an additional daily morning flight during the summer season," Artem Zdunov emphasized.
In recent years, the republic has become a recognized center of event activity. There are more and more applications for large-scale events on an all-Russian scale.
"I believe that it is necessary to consider options for creating a multidisciplinary Congress center in the republic with the possibility of holding events for at least a thousand people, while increasing the number of accommodation facilities," said the Head of Mordovia.
