The Head of Mordovia took part in the discussion of patenting issues in the pharmaceutical industry
The pharmaceutical industry is on the verge of major changes. As the economy grows, society's demand for high–quality, affordable and effective medical care increases, while drug manufacturers need to maintain incentives to create innovations and meet growing demand. All this is happening under the auspices of ensuring technological sovereignty and drug safety, which is one of the priorities of the state. How the institute for the protection of intellectual property rights has changed, what gaps remain in patent regulation, and much more were discussed by the participants of the round table on intellectual property issues in the pharmaceutical industry on the second day of SPIEF 2025.
It was noted that, despite the sanctions, the Russian pharmaceutical industry is now producing almost a full range of medicines. That is why the regulation of intellectual property is coming to the fore. Representatives of the Ministry of Economic Development of the Russian Federation, the Ministry of Health and the Ministry of Finance of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Ministry of Science and Higher Education of the Russian Federation, the Federal Antimonopoly Service of Russia, Rospatent and domestic pharmaceutical companies, including Petr Bely, Chairman of the Board of Directors of “Promomed” Group.
The session was attended by the Head of Mordovia, Artyom Zdunov. He is also a member of the Council on Intellectual Property Issues under the Chairman of the Federation Council, one of the central platforms for discussing intellectual property development strategies in the country.
During the discussion, it was noted that Mordovia ranks first in the Volga Federal District and second in Russia in terms of the share of innovative products produced. The coefficient of inventive activity in the republic continues to grow – last year it increased by 11%. Mordovia is actively involved in the formation of a reliable Russian drug safety system. Biopharmaceuticals is included in the list of key areas of scientific and technological development of the region and acts as an important driver of its innovative and economic growth.
In his speech, Artyom Zdunov focused on the most relevant areas. He noted that the issue of protecting innovation is currently the most pressing.
"From the point of view of the Intellectual Property Council, we are in favor of pure competition and the development of patent legislation. The intellectual property market must develop in order for patent activity to be high in the regions as well. But then all participants in the process must be responsible," the Head of the Republic emphasized.
An important area is spending budget funds. The cost of medicines is of fundamental importance now, especially if they are used in hospital treatment or belong to vital medicines. Often, due to a shortage of funds, government agencies have difficulty purchasing them. The financial spectrum, among other things, affects the development of the domestic pharmaceutical industry, the volume of investments in the industry for conducting clinical trials of new products.
Among the issues that need to be addressed as a matter of priority, Artyom Zdunov identified the lack of approved rules for manufacturers. The development of the domestic pharmaceutical industry is inextricably linked with the improvement of legal mechanisms.
"There are too many control and supervisory authorities and ministries involved, but the work is very slow. There are simply no rules. And it is necessary to ensure equal rights and specific spending of budget funds," said a member of the Intellectual Property Council.
Artyom Zdunov proposed to submit for consideration by the Council on Intellectual Property Issues a discussion of a set of rules for the field of pharmacology, which defines interdepartmental cooperation, and to adopt it further at the legislative level.
