The Head of Mordovia took part in the plenary session of SPIEF‑2026

On June 5, the Head of Mordovia, Artem Zdunov, took part in the plenary session of the St. Petersburg International Economic Forum (SPIEF).

The SPIEF is held under the patronage and with the participation of the President of Russia, Vladimir Putin. It is a leading platform for communication between representatives of government and business circles, as well as for discussing key economic issues.

This year’s forum theme — “Pragmatic Dialogue — the Path to a Stable Future” — reflects the fundamental demands of the current stage of development. Among the participants are more than 20 thousand people from 130 countries around the world.

In his speech at the forum’s plenary session, the President of Russia noted that the world is currently undergoing the largest structural transformation, and Russia sees not only threats but also enormous opportunities in global changes. The world is shifting from a vertical hierarchical model serving the interests of individual states to a more complex, distributed, and multipolar one, while the growth structure is changing in favour of the development of new countries in the Global South.

Vladimir Putin emphasised that in the current tense and challenging circumstances, Russia continues to strengthen its sovereignty.

“A strong, sovereign country cannot be closed off,” said the head of state. “Life has proven that we must produce critical goods ourselves, strengthen infrastructure that is of fundamental importance for the country’s security, for entrepreneurs, and for improving people’s quality of life. At the same time, we must certainly expand ties with foreign partners, build cooperation, and promote cross‑border projects.”

The government has been tasked with returning the economy to a stable state. Inflation continues to decline, approaching 5,2%. Industrial production, retail trade turnover, and GDP are growing. Russia has one of the lowest unemployment rates among all industrialised countries, at approximately 2,2% of the economically active population.

An important focus is improving the investment climate. “It is essential that every region attracts investments, creates high‑quality jobs, develops production, and enhances the urban environment,” noted the head of state.

By tradition, the results of the National Rating of the Investment Climate in the Constituent Entities of the Russian Federation are summarised on the sidelines of the forum. This year, Mordovia ranked 8th in this rating, improving its result from the previous year by one position.

The head of state congratulated the regional teams of the leading regions on these achievements.

“We will continue to provide financial support to the regions, including through infrastructure budget loans. Over the past four years, more than a trillion rubles have been allocated to the regions through this instrument. By 2030, we plan to allocate another 750 billion rubles. At the same time, we are writing off regional debts on budget loans: over the past two years, this amounted to nearly 440 billion rubles, and this year we will postpone the repayment of such debts by more than 100 billion rubles. The freed‑up funds can be directed by the regions, among other things, towards development projects,” said Vladimir Putin.
